Rep. Panetta introduces bill to study Lower Presidio for national historic park status

United States Representative Jimmy Panetta introduced the American Sovereignty and Monterey Historic Military Site Study Act on May 14. The legislation would require the Department of the Interior to evaluate the Lower Presidio Historic Park in Monterey, California for possible designation as a National Historic Park under the National Park Service.

The bill aims to ensure that the Lower Presidio’s historical significance is preserved and recognized at a national level. The proposed study would be completed within three years of funding, with a report submitted to Congress detailing recommendations for preservation, protection, and interpretation of the site.

Panetta said, “Lower Presidio Historic Park holds over 12,000 years of history, as a tribal village for indigenous peoples to the landings of Spanish explorers to the location where Commodore Sloat planted the flag of the United States to the training site for the Buffalo Soldiers and many others who served in the United States Military, yet it has never received the national recognition that it deserves.” He continued, “The American Sovereignty and Monterey Historic Military Site Study Act would take the first step towards designating the site as a national historic park to provide proper federal support to ensure that land is preserved for generations to appreciate its historic significance. Through this legislation, we can begin securing national recognition for not just Lower Presidio Historic Park but also our home.”

Monterey Mayor Tyller Williamson said, “On behalf of City of Monterey, we express gratitude to Congressman Panetta for leading effort establishing Lower Presidio as site of national significance. This designation ensures public access and preservation of diverse history this land—from Indigenous roots and Spanish and American military eras—to its role as sacred ancestral homeland.” Assistant City Manager Nat Rojanasathira added: “The City wholeheartedly supports this study and partnership model where National Park Service operates historic park in coordination with Army and City government. This collaborative approach ensures Lower Presidio remains premier landmark within Monterey’s diverse network cultural resources parks public spaces.”

Located inside U.S. Army Garrison Presidio of Monterey since opening in 1996, Lower Presidio Historic Park has been stewarded by Esselen and Rumsen peoples more than 12,000 years ago before witnessing European exploration; founding Spanish presidio in 1770; serving as capital Alta California; raising U.S. flag by Commodore John Drake Sloat in 1846; building first major Army fort on West Coast; hosting Buffalo Soldiers from Ninth Cavalry Regiment; eventually becoming Defense Language Institute—a key part U.S. security.

Jimmy Panetta is currently serving in Congress representing California’s nineteenth district after replacing Sam Farr in 2017 according to the Office of Rep. Jimmy Panetta.
